Does weather affect your crews ability to load torpedos or is it just skill and experience?

In my experience, weather does not affect a crew's ability to load torpedoes. My crew (which reaches maximum on the green effectiveness bar) takes 40 minutes to load a torp from the external storage whether the sea is like glass or I'm in a raging storm. It doesn't seem that realistic, but that's what I've noticed. If you want to make your crew load a torp faster, put an officer, or petty officer who has torpedoeman designation in the torp room.
