Contact and Patrol Reports Not Working

Hi guys, does the send contact report function only work for convoys ? cause it doesn't seem to be working for single ships for me. Also I have sent a couple of patrol reports that don't appear on the message pad, just the first one I sent.
Any ideas on this ?
