Not sure, i never made missions with extra uboats in. I dont think the AI for them is actually finished so its best to not really use them other then to place them as player boats.
I dont think they move, i think you can only put in stationary boats.

Just make a mission and place the two subs, then start a game with 2 players. You cant order the crew to fire the deckgun at the other players. But you can fire the deckgun yourself manually and also fire torpedoes.  Im not sure how much fun it will be though because once one boat dives you will no longer be able to on them. hi Dom----what you have to do is specify in the briefing"YOU MUST STAY SURFACED"--works good--great fun.
