Who do I give these to? Is it better to give the repair qual to an officer or a crewman? I hand out the quals to my most experienced men first, but anyone know about the officer deal? Of course, I only seem to get 1 qual badge per mission, so this is quite a dilemma. My guys are still pretty green(Just gone out on patrol 3).

personal choice I suppose, though once I'd given someone a radio qualification to help the sonar department, I maxed out my officers with 3 qualifications each, because officers dramatically increase the efficiency of a particular department much more than petty officer.
so, I would give the repair qualification to an officer, then you only need a few seaman in the repair team to have it running at top efficiency.
I say this, but I am using the Real U-boat mod, I'm not sure if it makes a difference to that.

Give a few watchman quals to your Petty officers as well, and if you don't have a medic get one of those too . As Dagamecat suggested max out your officers and from there give your petty officers the Quals. Now as for promotions I have made all my Officers one grade below me, and made 1-2 petty officers seniors. I have done 10 patrols now and have only had 6 promotions thus far.

I must be doing a lousy Job 14 patrols and still a Lt Jr. Some of my offices outrank me Lt Senior try to give each seaman a badge and promote some to senior Seaman. Warrent offices some promoted Some of offices have a promotion and rings and badges. I like the system. Lane

i believe awarding and promoting your officers and crew will help in the performance of your boat especially on where they are assigned. for example, my engine crew shifts both comprising 2 petty officers and 6 crew each, minus my lieutenant jr. with a mahinist qualification, improved the speed of my boat whether recharging or not because they are highly qualified. the 4 petty officers are qualified machinists. they and the 12 crews have been awarded with medals.
all my officers and crew have been awarded with medals, with 13 promotions in my entire crew.

Lane Dont worry, I read in a thread on the UBI forum that your renown dictates your own promotion. So if you come back after every patrol and spend all your renown on upgrades, you will not get promoted very quickly. I was like that, until i get to a period when there were no upgrades available, so my renown just accumulated and i got promoted that way. this doesnt effect your crew however, they get promotions when their experience bars reach full. Although it is possible to have loads of crew with full experience bars, and you dont earn enough promotions during the patrol.
